The educational system in the context of this approach acts as a social constructor, which provides conservation, topology and adoption of the social norms and values, which makes it an ideal model of the human system, within which transition becomes possible from the traditional educational system to the system of continuous education. The main purpose of this new system is to stimulate and develop motivational-emotional activity of the educators and the educated, the forming in the student's mind of an algorithm of individual cognition, which can be adapted and transformed to reveal the maximum of the educational and new-formational ability. The implementation of the continuous education concept can be based on the hermeneutic approach to the cognition system, which will become possible only when the priority changes from the knowledge reproduction function to the new-knowledge creation function (new-formation).
